Wet sandpaper! :) Head to the local auto body shop and pick up some wet/dry sandpaper. Get it a little wet, and voila! :) The water helps lubricate the abrasive to prevent gouging or scratching and also keeps it soft so it conforms to the surface you're sanding. Most sandpaper will last longer when wet - assuming it's designed to be wet in the first place.
On the SPG wheels, it's a very simple task, since they are generally flat. I am betting you need to do very little sanding at all - just make sure they're smooth and clean and you're done. When you paint, be SURE to follow the directions on the can and do it in the right temperature range, or you'll end up with clumpy or otherwise imperfect paint. Standard stuff - do three or four light passes and then follow up with two or three coats of clearcoat and they'll look better than new. Paint the center caps at the same time and no one will ever know.
I'm sure someone on here has a better idea on how to properly paint - I am a rank amateur whose only accomplishments are a grille and a set of wheels. :)
