Assuming that you're replacing these for new ones, a reciprocating saw (often called a SawZall) with a decent metal cutting blade does the job in seconds. You need to go to the wheel well area (I think that's what Kevin is recommending) and cut the shaft just below or above the rubber bushing. These saws can usually be rented if you don't own one, and a couple metal blades (buy the blades that are about 4 inches long) costs about $4.00 (2.5 quid). Good luck.
