You should be able to replace your HCV rather easily. I just did one of mine last month. Go in through the driver's side speaker grille. I would not recommend going through the hassle of removing the knee bolster. It really doesn't buy you anymore accessibility. I only removed mine to access/remove the steering column to replace the bearing & plastic race, yes, I said plastic.
You can get to the HCV best from the floor up on your back or down through the speaker grille.
The key to the whole job is to get the O rings to stay in place while you're putting it back in.
I took mine out (it was the plastic upgrade) & had purchased a new one only to find out that all I needed were 2 new $0.10 O rings.
