There are many reasons why it wouldn't be working that would be dirt cheap. Is the A/C clutch pulling in or not? If it isn't it could be a simple as a bad ground wire, bad connection, loose or pitted AC relay. Slightly more expensive, it could be any one of the high-pressure, low-pressure, or freeze switches that turn off the AC under those conditions. Your system may just be low on refrigerant, resulting in low pressure, so it shuts itself off to protect itself.

If you have the schematics for your car (Bentley manual comes in handy here) and a voltmeter, you can pretty quickly trace through the system to find out why the AC clutch isn't pulling in (and I assume it isn't). Any decent AC shop will do the same, and they can very quickly put a pressure gauge on the system to determine refrigerant level. Unless you're very familar with how AC systems work, leave anything to do with plumbing, or would require opening up the system, to the pros. It takes special equipment and experience. But tracing wiring isn't hard at all.

Yes, it could be very inexpensive and quickly troubleshot. Does that mean it will be cheap? That I can't say.
