It sure sounds like a lean-start problem. Could be a couple of things:
Bad NTC sensor. (Negative Temperature Coefficient sensor - tells the ECU how much to enrich the fuel-air mixture. It may not be telling the ECU how cold the engine really is.)
More likely problem, as you know, is a vacuum leak. Gosh, where to start ...
Have you replaced the vacuum lines - other than the propane test, the surest way of of testing the lines is to replace them. There can be cracks that are unnoticable but still let air leak in.
On a car this old, you probably also need to replace the rubber grommets that hold the vacuum nipples into the intake manifold and valve cover. They shrink after a decade or so and let air leak in.
Valve cover gasket is also an excellent source of vacuum leak.
Good luck tracing it down - "living with it" when it's probably a simple do-it-yourself is not acceptable.
