I agree with Greg - check around the sensor and reluctance wheel. Yes, Saab did change the number of teeth in the wheel, but it was by a factor of 2 - so that should be pretty obvious. Is the reluctance wheel set in properly - that will affect the clearance. If there is gunk of any kind in the grooves of the reluctance wheel, that can cause problems. Make sure the ABS sensor connectors are well seated.
I suspect this is a problem with signal strength a low RPM, because the voltage output of a reluctance sensor drops with speed. Things that would affect signal strength are distance to target, wiring, and sensor-to-sensor variations. The ABS system checks that all the sensors provide similar output, but that's only at speed. At slow speed when the signal's 'down in the mud', there might be issues. And yes, in the later years there is no adjustment for the sensor - it's location is held by machining tolerances.
