There is only one oil pump. Oil pressure is a function of engine speed (oil pump speed), oil viscosity, and oil temperature. Oil pressure is lower with lower speed, lower viscosity, and higher temperature. There is a pressure relief valve that prevents overpressurizing the system, but that's it.

Yes, the oil delivered to the turbo is under pressure - otherwise it wouldn't go there. It's the same source pressure as for everything else.

All the oil is sourced from one place (the pump), but the pressure at individual components will depend on the size of the oil passages to and from the component. Smaller pipes, either by design or because they're gooped up, will have lower pressure. If you put a pressure drop in the system, like a long run of tubes or an oil cooler, the pressure will be less. But if the cooler you put in has decent flow and big passages, and the hoses to and from the cooler are large diameter, you should be OK. The point isn't pressure as much as flow. If you don't get adequate oil flow to the turbo bearings, they will die. As an example, you could plug the return line of the oil line from the turbo. The pressure would be pretty high at the turbo bearings, but flow would be zero, and the bearings would cook the oil quickly and the bearings would die.

So as long as the oil cooler was set up for good flow (low resistance to oil flow), you should be OK.
