Vent vacuum servo operation question

I recently discovered the source of a 10 year old noise in my 86 900S - the drivers side vent control door (the metal door behind the black plastic vent cover and manually controlled black plastic vent door), while closing and staying closed correctly, does not appear to be controlled when it opens (this causes it to move freely thus rattle when air is directed to the side vents). The passenger side is controlled when open or closed. Can anyone explain the operation of the vacuum servo at this location? Bentley identifies this component, but does not expalin how it functions. Since it appears to work correctly when commanding a closed door, what does that imply if it does not work correctly when commanding an open door? Any help would be apprciated? Is this something I might be able to access without removing the knee bolster?
As a note, the cruise control also does not work. I believe I know where to find that vacuum leak - could the two be related?
