The previous owner obviously was a fool. The hard part will be to figure out what else he "fixed" and to undo it.
1 Buy a Bentley manual for the car.
2 Assume NO routine maintanance was done, so go to square 1 and do it all
Change ALL fluids; Oil, trans, final drive (if auto), power steering
Replace all Vacc hoses, plugs, wires cap &rotor
Get a vacc pump and check all vacc opperated devices
Replace vacc check valve in small vacc line to pcv fitting in valve cover
Now you're ready to do things like setting base boost, etc.
There should be a vacc hose routing guide on the drivers side fender well.
Boost is only present at higher rpm with trottle open.
At idle or when decellerating, you should see vacc
Boost should run just to the top of the yellow, or slightly beyond .
A/C; probably is low on freon. If you bypass the low pressure cutout (rt side, front of the fenderwell) and the compressor runs, this is the problem. Don't run it this way, it needs a leak check and recharge
Good luck! Chances are the P/O didn't do any long term damage to the car.
