If you can't make the idle go lower or higher with the air bleed screw then the port for the air bleed screw may be plugged up. You will need to remove the air bleed screw completely and spray some carb cleaner in the hole and preferably blow some compressed air through the hole. Also, clean the throttle plate and throttle body with carb cleaner. All the carb cleaner will offset the idle for a little bit after you start the car. Let the car run and see if you can adjust the idle with the bleed screw then. If you can't then you may need to set the throttle plate screw, but this shouldn't of changed unless someone has tried to adjust the throttle plate set screw for some reason. Of course make sure your ign. timing is correct too. To set the throttle plate set screw you will have to loosen the 8mm jam nut on the set screw, then adjust the plate stop so the throttle plate is does not stick in the throttle body. Then see if you can get the idle set with the bleed screw. Sometimes if you can't get the idle low enough even with the bleed screww all the way in , in that case then try adjusting the throttle platea little bit more closed. And if you can't get the idle high enough then adjust the throttle plate set screw a little bit more open, then fine tune the idle with the bleed screw. This is all of course only dealing with the air. If your mixture setting is off then that will scrtew things up too. Good Luck !
