You're asking a lot - there are many places for vacuum leaks to occur. Others will likely add the things I missed, but here's a list off the top of my head:

Buy a MityVac hand pump - invaluable for troubleshooting vac hose leaks.

Replace all the vacuum lines visible under the hood. This includes the line to the ELCD, the ones from the manifold, including to the BPV, the climate control vacuum reservoir, the turbo guage, the FPR, etc. Also replace the larger lines from your APC solenoid. Silicone hose is nice and pretty, but good ol' rubber is damn cheap - about .15/foot @ my local parts store - and works fine.

Note that the plastic/rubber grommets on the manifold and other places wear out - vac leaks occur there. You may want to replace them or, as a cheap fix, get some really long zip-ties and strap the grommets down tightly.

Inside your car, you'll need to remove the knee bolster to remove/replace the lines up in there. Search "knee bolster", "knee" etc. for info on this. It's a bit of a pain in the butt and, since the hoses in there aren't subjected to the kind of heat under the hood, my suspicion is that under-dash leaks are uncommon. I don't know specifics about the lines here, but guess there's one for the turbo guage and one for the fuel cut-off switch (pressure sensor, too??).

Remember that the hoses aren't the only source for leaks: remove all the turbo plumbing and inspect the rubber bellows pieces for cracks. Again, lots of heat here, so over the years these things are going to break down. It's not a leak issue, but while you're at it you may want to clean your intercooler: fill it with gas or like solvent, slosh it around, dump, repeat until you dump out clean gas. Let dry, re-install. Dispose of gas responsibly... :-)

Also note that your fuel injector seals age, too, and can be a source of leaks (you can test this with a propane torch: turn on the gas - but don't light it - and hold it to the base of the injectors as the motor idles. If the idle changes, there's your leak.) In fact, use the torch to check for leaks all over the engine bay...

Search "ELCD" or "charcoal", "canister", etc. for info on this area.

Your turbo bypass valve is prone to leaking, too. Test it by removing the vac line and blowing and sucking on it. You should here the valve click, and it should hold both vac/pressure. If not, replace it.

Another possible leak source I've read about here is an old, dying wastegate.

Speaking of your wastegate, if your baseboost hasn't been adjusted in a while, this could be keeping boost from max., too. Need a pressure guage & simple hand tools to do this - see the FAQ for complete instructions.
