The unused vacuum nipple at the bottom may already be blocked off. Try to push a small wire or pin through it. If it goes clean through, and there's nothing attached to it, then that's a classic leak. Perhaps that where the fuel tank fumes (via the charcoal cannister) are drawn into the intake. A common capping method for a vacuum nipple is a rubber cap of the appropriate size (found at auto parts stores). The brass fitting - an easy fix if you have a metal brazing set-up. A temp fix would be JB Weld. The JB might even hold forever. Just make sure there's no oil or dirt where you would apply it on the adjoining metal surfaces. If you've never worked with that stuff before, just follow the directions. What I'd do is apply a small amount first to set the "grip." To keep the piece in place (assuming it won't stay on it's own), use any strong sticky tape. Then after that has hardened somewhat, I'd apply a sealing layer around the fitting and body.
