Yup - that's the famous 'hooter valve'.
First off, you'll be running lean - that blown diaphram is a nice vacuum leak. Second, if you're under heavy boost and you quickly take your foot off the throttle, the engine will 'sag' a bit, and the turbo will slow down significantly as it sees a high pressure wave bounce off the closed throttle plate.
Is a blow hooter valve doing damage to the engine? Not really - not unless you're running really lean for a while. Most of the downside is lousy throttle response, and lack of boost (boost can leak out that bad diaphram as easily as air leaks in).
