This is the classic up and down idle. I would bet that this only happens with a cold start on a warm i.e. 70 degree day. Does the car idle correctly once it has been warmed up and restarted? Check your basic idle setting. If everything is in order, try adding about a 600 - 800 ohm resistor in line with the NTC temperature sensor in the head and the problem will disappear.
If your AIC is "lazy" or is acting up, try tapping it lightly with a small hammer. If this fixes your idle for a while then you need to clean or replace the AIC valve. Try this before setting basic idle and adding resistance to the NTC.
