Your wait time is somewhat long, but not an indication of a system failure. Proper bleed technique can make a world of difference. 15 months is not too soon to flush. The fronts can be bled by the old fashioned pump/hold with a helper at the caliper bleeder valve or with a pressure bleeder that hooks up to the resevior cap. The rear brakes should be bled using the ABS pump for up to 2 minute intervals. You hold the pedal down, turn the ignition to on to run the pump, while a helper opens the bleeder valve at each rear wheel. This will flush the pump as well. Run about a pint through each wheel. Typically, your wait time for the lights to go out will drop significantly. Also clean all the ABS electrical connections, including wheel sensor plugs. To check the pressure resevoir, aka brake bomb, pump brakes with engine off and see if it takes many(+/-20) pumps of the pedal to get a rock hard pedal. If your pedal gets hard after two or three pumps, you might have a leaky brake bomb.
