I have the same problem.It turned out to be the yellow wire (+) somewhere between the solenoid connector and the fusebox was bad.
To figure that out I checked for the signal going to the solenoid from the APC box at the box.(Townsend's site has great details on diagnostic)I then checked for signal in the fusebox off the top harness coming from the inside.(I had to remove the 2 screws to lift out the fusebox guts enabling me to acsess the top harness plug) the signal was there, so I ruled out the inside wire being bad.
I followed the wire to just outside the fuse box which is where I will splice in a new wire that I will run to the solenoid.
