89 SAAB won't run faster than 1200 RPM without staggering

I have a 1989 SAAB, 900. It starts fine but when I try and accelerate it starts to hold back at about 1200 RPM. I drove it to my local repair shop at slightly above idle and they have spent two weeks trying to figure out what is wrong. At this point they have advised me to take it to a SAAB specialist.
They have replaced the fuel filter, the checked the air flow meter to no avial. One of the computer chips had a burn mark which we resoldered and tested but still no fix. The burn mark suggested a short external to the chip (pin #12) and that wire was chased down for a possible short but there was none.
I hate to give up on this car, it has only 95,000 miles and is in excellent shape. But, I can't afford to start replacing all these chips etc.
One final note, I mentioned to the mechanic that our older VW had a starting problem because some mice had crawled up into the air intake of the fuel injection system. The mechanic said he could find no evidence of a an air blockage.
Any suggestions?
