You don't say which model year Saab you have, but they're all similar, though the sender units themselves are different. Since the problem happened when you changed the fuel pump, I suspect the problem is not under the dash, but that somehow your sender unit got disconnected or a wire broke back at the fuel tank.
Pull the rear floorboards and look under the round rubber cover on the right side of the gas tank. The sender unit has a three wire connector plugged into the top of it. One wire goes to the fuel level indicator, one goes to the low fuel warning light, and the third one is to ground.
Unplug this connector and short all three wires together (thus bypassing the sender unit). Then turn the ignition to On (you don't have to start the car) and you should see the fuel gauge read Full and the low fuel warning light come on. If this happens, then everything in the circuit is connected and working properly with the exception of the sender unit itself. If you DON'T get these indications, then you need to find out why.
The next likely culprit is a bad ground connection or a broken wire -- again, something that may have been disturbed when the pump was changed. You can test the ground wire connection by shorting these three wires to a good ground and then seeing if you get the aforementioned indications. If you now get the full level reading and low fuel light, the ground wire is disconnected. If you still don't see these indications with the ignition On, the problem may be in the wiring leading back to the instrument panel or in the instrument panel itself.
Your problem could be as simple as the sender unit being unplugged, or the contacts being dirty (it was unplugged and didn't make good contact when it was plugged back in). That's where I'd look first.
