poor steering return to center...

My steering wheel does not return to center well at all. It likes to hold the turn and I have to correct it manually or I'll be turning in circles. What is wrong? Is it the rack? Is it the pump? I have a leak by the way. Will this affect it that much? It only leaks out about a bottle every 2 weeks. Any help would be greatly appreciated. TIA. b
