Hard braking rear wheels lock up first

Hey all. I have an 87 SPG that when I apply the brakes hard the rear wheels lock up first. Now I know that due to weight transfer and most of it going to the front wheel would logically make the rears lock up first, I just thought that the brake compensators were invented to prevent the rears from locking up first. I am talking strait line braking here, I expect a rear tire to lock up if I am turning and braking hard into a corner.Anyone else have this probelm?
