High HC means its running too rich. Most likely a tired O2 sensor or tired cat or a combination of both, or a tired AMM.
If a retest is free or very inexpencive, try retarding timing 2-3 degrees. Also disconnect vacuum line going to vacuum advance/retard unit.
Being that the test is checking for NOx, its probably running the car on a dyno at 15 or so MPH. Your AIC valve has nothing to do with it.
If you can't get the car by, replace the O2 sensor. It is the least expencive part, and the most likely to fix your problem.
