the blue halogens give LESS light than normal...duh...they have a blue filter on the capsule!
I've used hotrod 9004 capsules but they can be iffy on the sockets...even with HD sockets from aftermarket suppliers and OxGard paste, the sockets can burn/discolor.
If you want the HID look, the only way to get it is to convert to H4 Euro lights and install an aftermarket HID conversion. You'll also lose high beam because the conversions aren't up to high/low yet (maybe someone is working on it but it isn't in the conversion yet).
Figure about $600 for the Euro headlights...they're a bolt in with some soldering for the H4 sockets. Another $5-600 for an H4 HID conversion kit, and you're presto, 21st century.
