Chances are the radiator is clogged.
Sure, put in a lower temp thermostat and it will hold the temp at below half for awhile. With the cooling fan turned on early (change out the radiator thermoswitch for a VW at what, 82C? or something..see Townsend Imports website for #) it will hold somewhat longer, but at 30mph or faster you will see heat buildup to 3/4 or higher if your radiator is partially clogged.
