While it's true it's POSSIBLE to do the job without replacing the belts, I think it's ill-advised. As I said, unless the belts on there are brand new, you should probably replace them. And you can't replace the water pump/alternator belts unless you take all four of them off.
I think when a Saab mech or dealer replaces a pump, they do a minimal amount of disassembly and leave you with the old belts. They probably pull off the pulley, move the belts out of the way, remove/replace the pump, loosen the alternator, reinstall the pulley with the belts, and then retension them with the alternator.
Reaching around the A/C compressor is a royal pain. If you're doing it yourself, I maintain it's best to replace the 4 belts while you're at it and do yourself the favor of getting the compressor out of your way while you replace the pump. To be sure, there's more than one way to do this job, but replacing the four belts while you're doing it seems like a reasonable precaution to me.
