starter solenoid problems

'89. here is the dignosis so far. turn ignition key to start, the engine doesn't crank. Tried jump starting, nothing. I disconnected wire 30? (don't remember exactly, the only small guage wire running to solenoid) measured voltage of wire 30? with a voltmeter while i turned the key to start, read 11.9 volts. then i jumped positive from battery to the #30 slot on the solenoid and the starter started. a little confusing sorry.
well i read on townsend how bosch solenoids become crappy and require more current to engage. one fix he shows is to buy a $10 ford solenoid and use it as a relay. has anyone else had the same problem and what have you done? I am thinking of putting another relay in the fuse box and do the proper wire to send more current to terminal 30. is that just treating the sympton or is there a better way to solve the problem?
