Stop Light Switch

Any responses or information are GREATLY apreciated.
I own a 1988 900 turbo hatchback and my brake lights are not going on when I hit the brake pedal. I believe that the switch is bad. When I looked there appeared to be two stop light switches (1 for lower and 1 for upper, hatchback, light) and they both do not work all the time.
My questions are these...
1 Are their two brake light switches?
2 How do I gain working access to them besides feeling them or lying on my back upsides down? Is their a way to remove the panel below the dash board?
