NGK BCP-6EV vs. -7EV and HC Emission Test >

I had failed Massachusetts emissions testing in my 87 900t due to Hydrocarbon levels of 4.5 grams per cubic meter versus the allowed level of 2.0 g/m3. Most answers to my previous post on this question suggested the catalytic converter. Patrick Yan at RPM Automotive in Chestnut Hill decided to change spark plugs from the NGK BCP-7EV I had installed six months ago to the hotter NGK BCP-6EV and thereby reduced the HC reading to 1.5 g/m3 at the inspection station. The 7EVs removed from the car appear fine (the usual light brown dusting on the usual areas). To "make sure" it would pass he also removed the air filter for the test, but said it looked fine to him (replaced six months ago also).
Others may find this of interest. One thing is clear - the emissions test really is unfair, since the car was in excellent tune. I got rejected for a very small difference. If the 900 was an SUV an entirely different standard would apply. Of course, it is also possible that the whole thing is just a racket between the inspection station and the mechanic to fleece me out of $100, but I would rather not believe that.
Anyone else with a similar experience? Advice for the future?
TIA
