Basic Idle setting 89T

Aloha, and thanks to those who replied to my previous inquiry about this procedure. The FAQ and Townsend site are great and I'll definitely be able to follow those detailed and clear instructions, but I do have a few questions:
1. What is the function of grounding the test wire?
2. At what point in the procedure is the AIC hose clamped and when is it to be unclamped ( a part of the procedure that is not covered in the Townsend instructions but is required for saabs with the LH 2.4, I'm told)
After considering a faulty AIC valve, hooter valve, or dashpot adjustment (the dashpot is not found in the 89 900), I'm confident that my vehicle requires a basic idle and TPS adjustment in order to prevent the exact same problem that Ian Whelan recently posted: "If I am sitting in neutral, rev the car, it wont just go back to 800rpm and stay there idling. It dips down to almost nothing shakes a little and then comes back up to where it's supposed to be."
