I think my AIC is BAD... here's why..

This is a continuation of yesterday's thread which seemed to have gotten lost among others :) Sorry!
Re: High Idle
I checked for vacuum leaks, found none. All of my vacuum lines are good. I havent played with the TPS or anything on the throttle body.
I think the gunk that i cleaned out of the AIC was actually keeping the internals from flopping around. When i took it off today, the little airflow plate inside was surprisingly easy to move without any pressure. Is this supposed to be this way? I assumed that maybe it would idle at 2000rpms until warmed, but i ran it for a while and finally the idle settled down and the car was warm. I shut it off and even though the car was warm, when i restarted it, it did the whole hi-idle routine again.
I was able to modify the idle simply by tapping on the body of the AIC! Every tap brought the idle down, as though it was trying to do it but was getting stuck and every tap kind of "helped" it along. Could the AIC be bad?
If so, how much do these things go for? New? Used?
Perhaps the gunk was pretty much keeping it almost shut the whole time, when i cleaned it, it allowed it to open but now it's having a hard time getting shut again because it's broken?
Let me know your thoughts :)
