Their usually welded to the outer walls of the muffler housing or to the end caps. If the welds brake loose they could rattle. I don't know if the sound would dissipate after warm up. Other things come to mind----loose honeycombs in the cat and a rusted out heat shield above the cat. These could also cause exhaust vibrating noises.
