An oscillating idle is often the result of a vacuum leak and/or a sticky AIC valve. Vacuum leaks can come from disconnected/loose/cracked vacuum hoses, bad turbo bypass valve on the turbos, defective charcoal cannister vent, loose intake ducting, etc. AIC valves can be cleaned with carb cleaner.
I suspect that the AMM is blamed far too often when the problem is actually elsewhere. In any event, the AMM is expensive, so it's good to check the other simple/cheap sources for the problem first.
