RRFPR won't do much of anything for mileage on it's own, even if you have a turbo. NA engines have no need of this. From my experience, the two things that will improve your mileage, assuming all the normal tuneup stuff is done, are;
1. New fuel injectors. Chances are the stock ones aren't giving a good pattern anymore, and the stock ones weren't a great design to start with. Aftermarket give much better atomization. The only rub is finding stock fuel delivery rate or resetting thing to make the more common bigger ones work right.
2. Replace your automatic with a manual transmission.
I recently replaced my stock injectors (not just an upgrade, one was leaking) w/24# aftermarket injectors. Had to adjust AMM resistance considerably to get the o2 readout right at idle and get the right AIC duty cycle. I still have an auto tranny, and don't plan on switching it out, but my fuel mileage is up by 10-20% depending on how I drive.
