rust in that spot! Is there a flap missing or part of a wheel well liner or something directing spray or salt collection there? Replacing the shield and fixing the floor will buy you time, but I've not seen a hole per se in shields or floors that wasn't attributable to something else, perhaps a soaked carpet/underlayer corroding down through the floor due to a leaked/failed heater core valve. Also, the heat shields generally fail in multiple places due to rust out.
