I believe you have two controls. One to the left of the steering wheel that controls the heat/ac/headlight switch/etc lights and one in the instrument cluster- far right- that controls the cluster lights. All dash lights should be on all the time with the car running. If your left hand control is just spinning around it's probably come lose from the back of the dash panel. If you're careful, you can remove the 4 vertical bolts that run UP the dashboard (keep track of which one went where as they're all different lengths from about 4" to 8" long), and pull the front panel foreward enough to peek up there with a flashlight and see what it's doing when you turn it. In my case it was bad so I pulled out the switch to the left of the knob, grabbed the wires with a pair of needle nose, hooked them together and taped them off. Gave full brightness all the time but I usually keep them "full up" all the time anyway. Remember there's a fuse for the dash lights so make sure it's good.
