All c900s have this line (going back to 1979) and yours should be there. Over time they fall apart and should be replaced using appropriate fuel line. Remove the fuel pump and feel around the TOP of the tank. You should find a plastic protrusion from which a plastic fuel line emerges. Depending on the year of the car, that plastic line may terminate at the bottom of the tank or it may simply extend a few inches into the "tank space." You need to attach some rubber fuel line to this and to the nipple on the bottom of the black plastic bucket that surrounds the main fuel pump. FWIW, this was missing on my '88 9000T and I had exactly the same symptoms as you describe, even with a brand-new pre-pump.
