I've seen Ferraris with 50K on them and you can TELL they don't have 20K on them! Highway miles, indeed. Automatic car will have/should have slight wear on brake pad near gas pedal...if it's been replaced the car probably has around 100K. Look at the carpet wear near the gas pedal...right foot rests on carpet, often wears there.
Check the doors near the hinges...check UNDER the driver's and pax seats...there have been a lot of floods in the last several years and some of these cars have been, ummm, 'rehabbed' with maybe new carpeting and such, but they almost invariably never have the entire seat(s) replaced and you can see rust on the wires underneath...use a mirror on a stick or an inspection mirror on a telescoping rod. Pop off a couple panels like the left or right underdash panels and check for high water marks!! Use your sniffer and check for musty smells. Have your mechanic inspect the car. Check for suspension wear/parts replacement. Wrench marks on engine fasteners, etc. Corrosion coating on engine should still be visible, but not TOO visible, etc.
Mike the brake rotors and check the pads for wear....at 21K it should be on the original pads....if it isn't, either the guy roasted the OEM pads or it's past 45-55K.
At 21K it should be on OEM tires. Period. No discussion. If they've been replaced the car has either been abused or has higher mileage than advertised.
Check the alloy rims for bends....they're almost always bent on one or two...replacing them is very expensive but they can usually be repaired for about $100 or less. At 21K the rims should be pretty clean, or clean up easily with some Simple Green or Castrol Ultra Clean (careful with the Castrol...lots of sodium hydroxide there) and nylon sponge...if it doesn't or there is corrosion on the wheels, it's much more than 21K or worse, the car has been left out in salt and poorly maintained. A pristine car would have the wheels cleaned at least weekly and the wheels removed at least annually and cleaned/waxed.
Be aware of registration requirements in the state the car has been registered in...some states are less diligent than others and the shysters KNOW it. If this is a private sale and the guy has a valid reason for registering it from another state (like he bought it there and moved here) maybe it's ok.
