1)heater valve is probably shot. You indicated that the temp control knob was stuck, so it doesn't sound like it's disconnected.
2)Grunff is correct on fan motor fuse and burnout issues. You can get to the wires on the fan switch by removing the radio and the DIN box that it sits in. After you have removed the radio(not sure if an 81 has the same two holes on each side to release the clips, if you don't have the tool a u-shaped piece of wire clothes hanger works), carefully pry the upper and lower edges of the DIN box to release the stops and you can pull it out. You can jump the fan switch wires to see if switch or fan is at fault.
3)My bet on the gas gauge jumpiness is a bad ground connection on the back of the meter in the panel. You can get to this through the speaker hole. Just tighten the little brass nut on the back of the gauge to restore ground connection. Again I'm assuming the back of the 81 panel is similar to an 85. Pull the speaker grill and look through the windshield with a flashlight to locate the little nut on the stud coming out of the gauge, then use a mirror to see what you are doing as you reach through the panel with a little wrench(6or7 mm, I think). A bit tricky to work with a mirror...
