The cutout switch (actually, in an '89 it's in the ECU) just shuts the fuel pump off, so it's not like you describe.
I can't tell from your listing of previous posts whether you have done a thorough tune-up or replaced vacuum hoses and vacuum nipple bushings on this '89 or not.
Do those things first if you haven't already done them.
If you have, then it could be one of a number of things:
- Cracked rubber boot to the turbo discharge, intercooler, or throttle body
- bad fuel pump
- clogged fuel filter
- a bad FPR
Check the simple stuff first.
I just replaced the FPR on my '89 SPG. The new one relieved lumpy acceleration and bad fuel economy. It also gave me a lot more power.
