Is my heater matrix OK? What might be wrong?

Hello fellow Saab enthusiasts. I drive a 1988 SAAB 900. Over the years I have replaced the blower motor, dis-assembled and re-assembled the dash unit many times. So, I am familiar with the temp control switch arm, etc . . .and I have never had a problem like this. SYMPTOMS: When it is cold out the heat doesn't really seem to work very well. . .slow to come out, very tepid at best when it does, even on high. If I turn OFF the heat for a minute or two with the car running, the heat will blast out for a few momemts upon turning the heat back on, but then the flow of hot air seems to die off and cool air starts coming out of my side vents again.
When it is warmer, the heat works just like always - reliably HOT. I thought this might be the heater matrix unit, under the dash. But, I am not sure what else it might be. I have never had to wrestle with such a thing before with my car. Any advice would be very much approeciated. Thanks.
Craig
