Even a new rack will make some noise. Your pump is probably OK. It is best to flush and replace fluid every year or two. You can flush from the resevoir, in 10 minutes. Unbolt resevoir and carefully pull the resevoir away from the fender mount to expose the hoses(nipples that hoses fasten to get brittle). Remove fluid from resevoir with a turkey baster or a pump. Loosen upper hose clamp and carefully pull return hose from nipple. Plug or cap off the nipple. Connect a 3 foot hose extension to the hose(1/4" pipe nipple and any scrap tubing works fine) and stick this in a dirty fluid container. Then have a helper start the car, while you pour fresh fluid into the resevoir. Pour fast so you don't run dry. Shut engine when you need to start another quart of fluid. 4 quarts should be enough so that clean fluid is coming out the hose. Hook every thing back up, refill and the hissing noise at least will be reduced. Then every(or every other) time you change your oil, also suck the fluid out of the resevoir and refill with new. Partial replacement will stretch the time between complete flushes to keep the fluid relatively clear.
