The shaft rides snuggly inside the aluminum cast as you guessed. As far as a cleaning goes, it's a good idea. If there's that much gunk along the interior body, then it's a good bet the various vacuum ports are filled with same. You won't need to completely disassemble the butterfly shaft. Leave that alone, but do remove the flap from the shaft. Just note which way it goes re top to bottom. Use steel wool and some solvent to get that mess out. Power spray some WD40 inside the various vacuum ports, along with pushing a stiff wire through each opening to get at the stuff in there. Also clean out the idle screw channel (if you have that on your unit). And that's pretty much it. Maybe a new gasket if you tear the old one, and the job is done.
