Costly for the returned HP's and torque but here's an estimate.

MSS used to make a manifold for the webers, not sure if they still do. Better than weber carbs would be some DCOE throttle bodies (TWM or Jenvey) w/ a speed/density fuel injection system hooked up to that manifold.
If your going to rebuild and modify the engine, expect to spend @ 2g's to do it right(parts and modification labor) and that's taking the engine out and taking it apart and putting it back in yourself. If you've never rebuilt an engine before it would be a good way to learn, but it takes alot of time. Quite a bit of research and running around too.
If you just want the HP's and an intro to wear everything is and works in the engine compartment, another option would be to find a low mile 16v N/A or Turbo engine and adapt the CIS injection. Contact Jack Ashcraft who writes "The Saab Journal" for a guide to adapt the system (it would be pretty easy). This would give you more horsepower than modifying the 8v. It might not produce the ponies of LH systems but more torque and HP's than a mod'ed 8v N/A for less $. U could do a 2 step program: adapt the 16 N/A and then hook up a Low pressure turbo down the line.
