The block will have heat soaked and taken a "set" One of the first things you do when you blueprint a block is to make shure it has gone through several heat cycles to relive any stresses and let the metal find where it wants to be. This is why if you pull down a low mile motor all the tollerances will be on the edge (unluckey) or right in the middle(luckey) Kind of like the old "best cars are built on Tuesday". Metal will respond to many things that are beyond are control while being formed. Humidity, barrometric pressure, and temerature will make small changes in the casting. Heat soak or cycles will de-stress these and make small (very small) changes in the cylinder bore.
