Agree on hall sensor connection and wiring from it to ign control module as suspects.
If fuel pump runs when you jump from the fuel pump fuse(#27?) in the fuse box to power(#30)with ignition off, then pump is OK, but you still might not be getting power to the pump when you try to start, could be bad relay or lack of signal to ECU.
Does the tach bounce at all when you crank the engine? If so, ignition should be OK. If no bounce or occasional, suspect hall effect sensor, wiring harness, or ign control module on outside of inner fender. If you have experienced momentary tach failure when the car was running, that's a clue that the hall effect sender,wiring, or connections are bad.
Check spark from coil wire, if good then check spark at spark plug wire, if not good, suspect distributor rotor. They go bad all the time, and make sure you get proper rotor (85 has thick dist shaft). El cheapo rotors with zero resistance between center and tip will cause hesitation, it should be about 1000 ohms.
Check plugs, if injectors are working they should be wet. Dry off and regap.
Follow the Bentley manual or townsendimport.com no start sequence with a digital VOM. To properly diagnose ignition, relays and ECU you need the digital VOM.
