Following on RS, you can experience base boost by unplugging the APC solenoid, which is located near the coil above the radiator. You will see the mid-yellow maximum. It should be between 5.0-6.0 psi, but often is only 3.5psi. Get a calibrated boost gauge and hook it in to a Tee in one of the vacuum/pressure lines coming off the intake body with enough hose to reach into the car so you can read it while driving. With the APC solenoid unpluggged, floor the car in 3rd gear/drive and see where the boost levels out. To set it, just adjust the length of the wastegate control rod, beneath the turbo. About one turn per 0.5psi, but may take more turns per psi if you're way low. Shorter=higher boost. If yours is at 3.5 psi, turning it up to 5.5 will give you much quicker spool up and stronger boost. Beyond 6 psi and you can overboost, so that you'll be hitting the knock sensor/fuel shut-off, which is annoying/startling. Better to go for more boost by adjusting the APC box. Lots of info on this board about tweaking the APC and other performance mods.
