There is too much play between the yoke and the caliper housing. The gap is supposed to be filled by the spring. Either the spring gets straightened out or there is wear in the yoke or housing.
The caliper needs to be removed and disassembled to fix the problem. All that is required is for the tip of the spring to be bent enough to take up the extra slop. A vice and a pair of vice grips works well for this.
