Anoying isn't it! - have you tested the lifters when the engine is stone cold? - you don't need to get the cams off just rotate the engine via the crank nut and lever each one with a blunt screwdriver I find the that by testing the engine cold you also catch the worn as well as failed lifters. If you take the lifters out you introduce air into the system which can take a long time to get out of the lifters. Is your head an early one with the oil feed pipes on the top of the cams ? if so the small rubber seals can go hard and you will lose oil pressure to the lifters - replace them. If all this fails - fill the engine with a flushing oil and let it idle for a while - it may clear some gunk that could be blocking an oil passage to a lifter.
