Are you taking about the plastic casing into which all the dash buttons and knobs are mounted? As far as difficulty and time, that depends. It's exacting. You have to dismantle quite a bit, and then reassemble everything correctly. One trick is the vacuum vent control unit. At first glance it appears you have to remove all the individual hoses, or a difficult unscrewing of the unit from the back of the insert. But, it easily pulls in two pieces by removing a clip of sorts around the perimeter.
Or perhaps you mean the black vinyl padding which is glued onto the dash insert face. Never did that chore. If I had to, I'd use a good solvent to weaken the glue going from top to bottom. Peel carefully using suitable tools.
