Poor throttle response at idle

Ever since I've owned my 16v turbo I've had a problem with slow throttle response when blipping the throttle from idle. It's like the engine takes a few tenths of a second to respond to me pressing the throttle. More accurately, it feels like the engine bogs a little before it revs.
When driving I don't really notice a problem. Above idle the throttle response seems OK. It has a rock steady idle and timing is stock.
This is a euro spec car without a oxygen sensor but I have had the CO2 checked. I've done lots of things to it to track down this really annoying problem: new vacuum hoses, RRPFR, checked intercooler and piping for vacuum leaks, set TPS, new AMM... the list goes on. None of this has made any difference at all. The only thing that works is when I unplug the AMM. When I do this idle goes up and down (350-1200), mixture goes rich but throttle response is restored. I'm beginning to think that the ECU might be at fault.
