Easy to test if you have the test gauge and a manual.(also known as Bosch CIS test set) The spring in them gets weak with time. Generally this causes a lean condition during warm up. Till the O2 sensor kicks in it is the primary mixture control on a predetermined temp-pressure curve. If you have the gauge and are cheap (cause the regulator ain't) it is sometimes possible to adjust them with, belive it or not, a hammer and punch. You need the curve for your model and a bit of time to get it right as you need to cool it completly before retesting. I take em (the regulator) off and put them in the freezer when the wife is not looking. The same gauge and valve is used to set the fuel pump pressure.
